This is the beginning of a subplot that was cut from the film. It has been restored for the director’s cut. The council calls their second best scientist to counter Jor-El’s claims that Krypton will be destroyed. Yes the subplot isn’t necessary, but it’s cool to see Jor-El as defiant yet loyal subject of the Council.
