Yes,
it seems a bit off doesn't it?
Bujold just doesn't have same
warmness as Kate Mulgrew. VOY had some good performances and Mulgrew
does a great job because she has a softer tone to her performance, but still keeping it strong.
Bujold doesn't seem to have a strong presence either. When Bujold
was playing the role the character was called Nicole Janeway. (She wanted the name Nicole) You
can notice that Bujold keeps her distance from everyone while Kate
seems to always have a closeness to people.

were filming the pilot when Bujold promptly quit show after a couple

I think Kate Mulgrew seemed to "get" the material a little better... like she understood what exactly was expected of her in that role.
And I hate to say this, but I don't think people were ready for a French accent on the star of one of their series.
Because think about it, Jean Luc Picard is French, but he doesn't have that accent.
Kate. There are subtle things that she does that make her bit warmer like leaning on objects close to the other characters or the smirks on her face throughout the scenes
I know that GR really wanted a French actor to stat in the role, But Bob Justman convinced GR to bring in Patrick instead.
And, you're right I don't think a french accent would go over too well, even today.
